Background
The Integrated Technical Services (ITS) Directorate of the Canadian Coast Guard (CCG) is responsible for the overall management and provision of CCG physical assets in support of CCG programs and clients. This is carried out within a Life Cycle Materiel Management Framework that ensures all activities are performed within a rational decision-making process in order that assets are available, respond to operational requirements and support CCG initiatives at minimum life cycle cost. The Maritime and Civil Infrastructure (MCI) branch, within ITS, is responsible for the effective and efficient Life Cycle Management (LCM) of assets and infrastructure in support of CCG programs.
MCI was recently given the responsibility of drafting an updated Service Levels Agreement (SLA) pertaining to the Aids to Navigation (AtoN) between CCG Fleet and Maritime Services (FMS) and ITS in order to address the findings of the Shore-based Asset Readiness (SBAR) Evaluation Report. The SLA should be supported by a standard methodology for the prioritization of shore-based asset maintenance and a report of consultations with the regions and internal stakeholders.
Objective
The MCI branch requires the services of a consultant with the appropriate expertise to help define, and in parallel support the delivery of, the requirements and responsibilities associated with the drafting the supporting documents for the new SLA with CCG F&MS.
